4 months ago there was an online game chaos in Cambodia where the government officers arrested all Internet cafes which are associated with online games and videos game. they said online game and video games are addicted, that was surprised to hear that Cambodia was the first country to put online games and video games as illegal entertainment. 2 months later there was an announcement on TV the minister of information Mr. Khev Khanch Rith  was described online game and video games are not gambling and it is just a piece of technology to keep people amused. “police officers are overacting” he said.

according to our previous article from phonompenhpost “vitual insanity“, policeman started their raid on Internet cafes 2 days after Prime minister Hun Sen gave a speech. however, there was clear statement from minister of information Khev KhanCh Rith in local news paper “ដើមអម្ពិល”  that Prime minister Hun Sen did not  say to shut down Internet cafes that associated with online gaming but to shut down the internet cafes that associated with online gambling.

Police raid every internet cafes in the country including shopping centers. and when Internet cafes’s owner ask those police officers why are they being arrested? “INTERNET games are not illegal and not classified as gambling” cafe’s owner said. one of the mid rank government officer at Khan dongkor Phnom Penh said “online gamings and video games are worse than gambling because gambling there still a chance to win some money but gaming is no wining everytime you play you have to pay money”.  that sound like an idiot to me, of cause people have to pay  for what they consumed, that the basic process of the business.

According to the rumor ministry of  post and telecommunication just been deployed new online game called “Samkok”, the story base on Chinese ancient epic story “Romance of the three kingdoms”.

Thank to KBA facebook’s fan “Ion laser” for posting the samkok content. “Many JX2 players right now seem really experienced something new better than this classic online game which almost launched in Cambodia around a few years.

Regardless, this game is free for all players at every age to play because we just need to register and agree to their term and that’s all! But who know? Kids on game are really messy, no respect, pollute, spam, flood and many many troubles thing happen during your game play.

I experienced that some players they can cheat you on trade, curse your parents as they were in a wild, no morality and so on… This is what we can call the low administration control or low policy.

I noticed that, Samkok Online Game is using Khmer GUI so it really easy for those who questing and for kid without English language”.

I presume that Cambodian government will not accidentally call Online gaming an illegal entertainments again. Although the situation seems to stabilized for now but still, there are no laws and regulations to assure that video games and online game are 100% legal here. So for those who want to start business as internet cafe and other video game services, I advice to keep an eyes on local TV news rather than depending on law and regulation because the low rank government officers will exercise prime minister’s words rather than stick to official laws, and they can even raid your shop without a warrant.

Heavy rain hit Cambodia’s capital city of Phnom Penh on Friday afternoon that has struck the flow of traffics.

Noeu Saroeun, chief of sewage system department of Phnom Penh Municipality said the several hours long heavy rain had caused many parts and major roads and boulevards in the city flooded.

He said the level of the flood was measured between 300 to 600 millimeters depending on places and spots.

However, he said, the flood was later released and traffic flow returned to normal despite certain places remained digested with flood as of late afternoon.

Cambodia has two seasons: rainy season starts from May through October and dry season starts from November through April. In rainy season, rain sometimes could last whole week.

Apple iPhone 4′s price is really cheap, but it’s one of the most powerful phones loaded without thousands of features at your fingertips. Please bear in mind that iPhone 4 is not really 4 and people around the world, specially Apple fanatics mistakenly tagged the latest iPhone as 4. It’s only called iPhone 4, not 4G. Again, it’s called iPhone 4 or iPhone 4.0.

iPhone 4 has a 3.5 inch retina display, 960 x 640 pixels (that’s 4x more than the previous iPhone), its display has 326 pixels per inch, 800:1 contrast ratio, and has IP technology for superb color and wide angle viewing.

It has a 5 mega-pixel camera which can digitally zoom 5x. iPhone 4 is powered by the A4 processor. Its speed is unmatched compared to the previous iPhone of course.

iPhone 4′s battery life is also improved! 7 hours of 3G talk, 6 hours 3G browsing, 10 hours Wi-Fi browsing, 10 hours music, 40 hours of music, and 300 hours in standby mode.

Its capacity is up to 32GB. It’s a quad band HSDPA / HSUPA phone with dual microphones and 802.11n Wi-Fi.

Another cool thing about iPhone 4 is it has a Gyro-accelerometer, which provides 6-axis motion sensing! Oh wow!

It can record 720p HD videos at 30 frames per second. You can just tap it to focus and it has video-editing capabilities. iMovie is now available in all iPhones, including the old ones. Just upgrade your OS to iOS4.

Not all features are available in the old iPhone, but you can avail some of the new features of the iPhone 4 if you upgrade to iOS4. The upgrade is free and will be released on June 21, 2010.

iPhone 4 has also multitasking capability, which is another awesome addition to the iPhone features.

Price and availability of iPhone 4 is also announced. It comes in two colors, the black and white. Price is $199 USD for the 16GB model, and $299 USD for the 32GB model. Pre-orders of iPhone will start a week from now.

i just get my hand on CityLife issue#3 cover page this afternoon, its pretty exciting to see the phoenix head statues on the cover page.

good impression with ” The living statues” i can’t wait to read it. we still don’t know what in this issue but should be something related to Khmer’s legend and history.

i heard VeroMediaDesign plan to release this issue on the 5th of July but i’m not so sure if i can get the digital copy the same day as release date, but i’ll try my best to get it posted as soon as possible.
