The prime minister says he will meet his Cambodian counterpart on the sideline of the UN General Assembly in New York to discuss key bilateral issues.

Prime minister Abhisit Vejjajiva said he will have a meeting with his Cambodian counterpart Hun Sen during their participation in the United Nations’s 65th General Assembly in New York to discuss the Phrea Vihear dispute and other issues.

Abhisit insisted his government still have the same stance of preserving and protecting the country’s sovereignty and the solution to the border dispute will rely on a peaceful basis to prevent violence and adverse affects on the two countries’s relations.

The prime minister said he will ask Cambodia to honor the agreements in the memorandum of understanding countersigned by the two countries in 2000 to settle their conflict over the area around the Phrea Vihear Temple.

Abhist also said related agencies have already examined the speculation on Cambodia’s disapproval of the Thai army’s planned renovation of Surin’s Ta Meon Thom Temple.

The site is also one of the disputed locations Thailand and Cambodia claim ownership.

Abhisit believed his meeting with the Cambodian leader will bring better understanding between the two countries.

PHNOM PENH, Sept. 20 (Xinhua) — Cambodian Prime Minister Hun Sen said on Monday that he would appeal to U.S. President Barack Obama during his upcoming visit to New York to cancel more than 300 million U.S. dollars considered as “dirty debt” occurred by the Lon Nol regime in the 1970s.

“I will tell the U.S. that the 1970-75 debt is considered as dirty debt and ask them to cancel it,” Hun Sen said on Monday at the inauguration of Preak Phnov Bridge.

Hun Sen said the suggestion would be made when he meets with U. S. President Obama during the ASEAN-U.S. Leaders’ Meeting in New York from Sept. 24-26.

The estimated 317 million U.S. dollars were the low-interest loans given to the then Lon Nol regime that came to power in a March 1970 coup backed by Washington. The loan was officially said to develop Cambodia’s agriculture, but Hun Sen said it was paid for bombs to “drop on our heads” by U.S. forces in the early 1970s.

Cambodia has asked the United States several times to convert the debt into aid.

IMF Managing Director with Finance Ministers f...

Image by International Monetary Fund via Flickr

PHNOM PENH (AFP) – – A strong recovery in tourism and the key garment industry helped Cambodia’s economy perform a “significant turnaround” this year, with projected growth of up to five percent, the IMF said Friday.

Cambodia, which saw its major industries hit by the global financial crisis, is expected to experience a 4.5 to five percent economic expansion this year and six percent growth in 2011, the International Monetary Fund said.

Garment exports and tourism are at the forefront of the rebound, with 10 to 20 percent growth in the second quarter, according to Olaf Unteroberdoerster, senior economist at the IMF’s Asia Pacific department.

“Real GDP (gross domestic product) growth is projected to reach 4.5 to 5 percent in 2010, a significant turnaround from 2009,” he said.

Agriculture was said to be another factor behind the forecast expansion in output, and Unteroberdoerster urged development in the sector as well as rural infrastructure investment to help broaden Cambodia’s sources of growth.

But construction activity, another factor behind the country’s double-digit growth before the global downturn, appears to have remained sluggish, he said.

Since the beginning of the financial crisis in 2008, Cambodia’s government has issued more optimistic economic projections than international financial organisations.

While the IMF estimated Cambodia’s economy would contract around 2 percent in 2009, the government forecast 0.1 percent growth. The official rate has not been released.

Cambodia used garment exports and tourism to help improve its fortunes after the 1975-79 Khmer Rouge regime and several decades of civil war left its economy and infrastructure in tatters.

Garment exports were hit by a drop in world demand caused by the financial crisis, but Ministry of Commerce figures showed exports increased by over 13 percent in the first seven months of the year.

In the first half of 2010 a total of 1.2 million foreign tourists visited Cambodia, up from 1.1 million in the same period the year before.

Cambodia’s Prime Minister Hun Sen said Saturday that his country is considered as a “successful post-conflict country”.

Giving speech at the forum on 2010 Asialink Conversations- Cambodia, Hun Sen said “Cambodia can be considered as a successful post-conflict country,” saying the reforms and economic growth plus other development schemes and plans are on right track.

He said, after the post conflict that only ended in late 1990s, and with the support from development partners and the private sector, Cambodia has made giant strides in development in the last decade.

With the return of full peace in 1998, a sense of confidence and pride pervades the country, a feeling that bodes well for birth prospects for economic growth and job creation and a concrete vision of a promising future.

“Since then, the Cambodian economy has undergone a dramatic and rapid transformation. Economic growth during 1999-2003 averaged 8. 8 percent, and although official development assistance(ODA) continued to finance growth, foreign direct investment (FDI) particularly investments in garment and tourism, was key to promoting growth,” he said.

Hun Sen said that with the implementation during the last 5 years of the public financial management reform program, government revenue more than doubled from 2,220 billion riels (553 million U.S. dollars) in 2004 to 4,928 billion riels (1.2 billion U.S. dollars in 2009.

In 2009, the gross domestic product experienced a positive growth, though very small, as agriculture and services sector maintained robust growth, he added.

On the per capita income, Hun Sen said since 1993, Cambodia’s gross domestic product (GDP) increased fourfold from 2.4 billion U. S. dollars in 1993 to 10.3 billion U.S. dollars in 2008, and during this period, per capita income has more than tripled from 229 U.S. dollars to 739 U.S. dollars.

The prime minister also expressed his optimism over the Asia’s growth despite global economic recovery remains fragile.

“Although the global recovery remains fragile, we can see the positive signs of the recovery of the world economy,” he said, adding “We expect growth in Asia excluding Japan in 2010 to be around 7 percent.”
